Multi-billion Ukraine reconstruction plan gets postponed
The so-called ‘prosperity plan,’ involving Ukraine, the EU, and the US and valued at approximately $800 billion, aims to fund Kyiv’s reconstruction following a ceasefire through 2040. The plan is reportedly linked to a rare-earth minerals agreement struck last year between US President Donald Trump and Ukrainian President Vladimir Zelensky.
Trump has emphasized that the ‘prosperity plan’ would recover the billions spent on Ukraine by the previous US administration. US envoy Steve Witkoff described the initiative as a critical component of the broader ceasefire package he has been negotiating with Russia over the past several months.
“No signing as of now,” one EU official said. Another added, “There has been a shift in the mood,” referring to tensions stemming from the Greenland issue.
Moscow has long argued that European backers of Kyiv are hindering peace negotiations. The Russian foreign minister stated last month that after the Trump administration came to power in Washington, Europe “has emerged as the main obstacle to peace.”
Speaking at the World Economic Forum in Davos on Wednesday, Trump said Russian President Vladimir Putin and Zelensky are “at a point now where they can come together and get a deal done.” He also reiterated his push for Greenland, stating that he seeks “immediate negotiations” for control of the Arctic island but insisted that force would not be used.
Officials indicate that the ‘prosperity plan’ has not been abandoned and could still be finalized at a later date.
